Alright so I don't know if u guys meant for the jump to be this way, but regardless this is not how jumps work, and I believe it is a bug. It is not lag because its always like this and only happens on this jump.

It takes place on the first stage of HC and there are multiple of the same jump.

Please fix -agent

Anyways this isn't as much of a bug as it is NCP detecting too much velocity.
Tested the jump myself and NCP brings me back & notifies me of going 60~ units.
More or less a case of changing something in NCP, changing the jump, or dealing with it.

Railings are the same, theres one in metal harbour that gets me everytime

Replaced ladder by slabs and fence by a slab, should hopefully fix the issue, and doesn't decrease the toughness of the jump.
