Can't Access Hardcore

Hi!

I reached hardcore several years back and then stopped playing for a while. When I tried joining again about a week ago I got the message "You do not have permission to use this join sign." I'm fairly sure I meet all the prerequisites too, so maybe my permissions didn't get updated during a patch? Any help would be greatly appreciated.
