Idk what the number for u would be.
Also you did not do the tilde in between the words of each line, which breaks the way it was done before. Not sure if this is a rule break or not.

Incorrect. After decoding rule 4, you'll note it says to replace the letters with "CAT". When applying the rules in order for the next text, you'll see that you reverse the sentence first, then replace the letters with "CAT" - so each CAT wouldn't be reversed unless you were saying CAT in your original sentence.

I would like to avoid things where decoding becomes ambiguous, such as replacing multiple letters by the same thing, removing all vowels, etc. I did mention this in my original post, as this should be a game about encryption/decryption given rules in order, not trying to reconstruct the sentences without perfect knowledge.

Rule 1: Do a Caesar cipher with a shift equal to the rule number that you are posting. (Ex: Mine would have shifted by 1, so R->S, u->v, etc.)

I bet that this would have been spelt correctly when piece initially wrote it, so it is mostly like that he did the shift wrong, breaking rule 1.
He encoded the S by 3, the A by 1, and the E by 3.

Rule 1: Every word that includes the letter E must be reversed.

But i reversed "TAC" to "CAT" but then i reversed it back to "TAC" in the sentence to make it backwards.

If you were to do the rules in order, you would have typed your rule
"The quick brown fox jumps over the lazy dog."
And then reversed it
".god yzal eht revo spmuj xof nworb kciuq ehT"
And then you would replace every "c" "a" and "t" with CAT.
".god yzCATl ehCAT revo spmuj xof nworb kCATiuq ehCAT"
